County Counsel's Office
The Glenn County Counsel is Thomas C. Agin
The County Counsel is the legal advisor to the Board of Supervisors, all County Departments, some independent governmental Agencies, all dependent special districts, and independent special districts who retain the County Counsel's services.
The County Counsel reviews and drafts ordinances and administrative policies at board or department request, reviews all county contracts, attends all Board of Supervisor's meetings and deals with all of the county's litigation and outside counsel, except for those claims accepted by the county's insurance carriers. Also advises county officials and departments on legal issues when requested.
The County Counsel represents the County's Public Guardian/Public Administrator and makes all appearances with regard to Conservatorships and Accountings.
The County Counsel negotiates the Public Defender contract on behalf of the County, and is the Law Librarian for the County Law Library.

What is HIPAA
HIPAA stands for the Health Insurance Portability and Accountability Act. It is federal legislation that was passed in 1996.
HIPAA was created to:
- Reduce health care costs,
- Reduce waste, abuse and fraud in health care, and
- Provide protection for health information.
HIPAA created national standards regarding the collection, maintenance, transmission, use, privacy and security of protected health information.
HIPAA requires health plans and health care providers notify its clients as to how their information may be used and/or disclosed. This is called a Notice of Privacy Practices.

Compliance
The County Counsel’s office oversees the County’s compliance with HIPAA regulations. This includes but is not limited to the following activities:
- Development of HIPAA Committee,
- Performance of Gap Analyses,
- Development of policies and procedures,
- Development of employee training program, and
- Auditing and monitoring activities.

Safety/Loss Prevention Program
The Glenn County Safety Officer is Jennifer Peters
The County Counsel’s Office is responsible for overseeing the County’s Safety and Loss Prevention Program.
The goal of this program is to:
- Provide a safe and healthful environment for both County employees, as well as members of the public receiving County services.
- Prevention and/or reduction in injuries and losses.
- Compliance with state and federal law.
Some of the services provided by this department include but are not limited to the following:
- Maintaining the County’s Injury and Illness Prevention Program (IIPP),
- Assisting departments with their safety programs,
- Coordinating the County’s Safety Committee, and
- Coordinating safety training for county staff.
