2006 Accomplishments

What The Planning & Public Works Agency Does:

The Planning & Public Works Agency is responsible for fostering and monitoring the development of Glenn County as well as constructing, operating and maintaining the public infrastructure to support that development.This is done with 77 full time employees and several part time summer employees in eight divisions with a budget of over $16 million or about one quarter of the total County budget.Economic development is a major activity and includes the management and development of the Orland Airport Industrial Park.


Administrative Support Division

This division provides all the fiscal and clerical needs for the other divisions and includes purchasing, cost accounting, and personnel services.The Information Systems needs of the Agency are handled by this division. Major accomplishments this past year include upgrading copiers to prepare for the digital imaging system and phasing out of the more expensive personal inkjet printers.

Building Inspection Division

Building Division enforces building codes and provides inspection services to assure buildings are constructed for safety.They also monitor flood plain developments to minimize damage to structures.Code Enforcement is part of this division’s responsibilities. The permit center provides one-stop permitting services for developer and builders. This past year the division processed 543 permits with a total valuation of $27,815,209 and began using permit tracking software to facilitate permitting for the public. The Code Enforcement program had 114 cases active with 45 cases closed.

Engineering/Surveying Division

Working with planning and building services are the engineers and surveyors that oversee creation of land divisions.They also supply surveying, design, inspection and project management services for county infrastructure projects.Major project included Road 33 Bridge at Walker Creek Design, environmental work for Road 44, Hazard Elimination Safety (HES) Program replacing 2 box culverts and a project to upgrade and replace all stop signs.


Facilities Division

Facilities works to maintain and improve the county’s many structures and surrounding grounds that includes 21 buildings, 6 parks, 2 boat ramp, 2 community halls, and 2 airports.This division supports the County Facilities Planning Committee and the Airport Advisory Committee. Major projects included Butte City Boat Ramp channel dredging, improvements and upgrades various County Facilities, Willows Memorial Hall (WMH)/Historic Willows Courthouse Transfer Project, $201,000 for Bayliss Carnegie Library restoration, and saw the Hamilton City Community Hall transferred back to County.

Fleet Management/Service Center Division

All vehicles and heavy equipment is maintained by the fleet management division (service center).Fleet management also provides vehicles and servicing for all county vehicles and has contracts to maintain many city and school district vehicles.Major activity included replacing 2 Glenn County Transit Buses, replacing and up-fitting of 18 vehicles to Glenn County’s Fleet, adding 2 vehicles to Glenn County’s Fleet.(Vans for Mental Health) and continued standardization of all patrol cars with good feedback from law enforcement.

Planning Division

Planning maintains the General Plan that is the keystone of public policy guiding the county into the future.They also monitor development through implementation of the zoning and land division regulations.The division manages resources within the County through the Williamson Act and the Surface Mining and Reclamation Act (SMARA).Other activities include grant writing and management, economic development assistance, regulation maintenance, and mitigation monitoring and reporting.This division provides staff to or participates in the Planning Commission, the Technical Review Group, the Airport Land Use Commission, the General Plan Update Advisory Work Group, the Williamson Act, the CDBG Reuse Committee, and the Williamson Act Advisory Committee as well as providing staff to the Transportation Commission and Regional Transit Committee. The division initiated the General Plan Update Advisory Work Group, continued to expand the capabilities of GIS, continued the study for establishing development impact fees, and processed 135 development applications including Environmental Impact Reports (EIR) for the Brighton Ranch and Echo Glenn developments.

Road and Bridge Division

The road division maintains over 800 miles of county roads along with all the traffic signage, bridges, drainage structures, and flood control facilities.This division also leads the flood fighting efforts. Major project included J Levee erosion protection and other flood related work along creeks and county bridges, grading of alleys in Hamilton City and Northeast Willows, beginning the Community Development Block Grant (CDBG) Hamilton City phase 1 storm drain pipeline installation project and Prop 42 projects of Road 60 box culvert, Road 60 chip seal over paving fabric and utilizing new CQS road sealer, Road 202 double chip seal, Road 57 box culvert, and Road 62 bridge replacement.

Solid Waste Division

The solid waste division is responsible for the operation and state permitting requirements for the county’s land fill.This division also works with the Regional Integrated Waste Management Committee.The recycling efforts of the county, as well as the two cities, are managed by this division.They also manage the county’s prize winning displays at the state fair. New set of Waste Discharge Requirements that mandate an increased level of sampling and a specific timetable for work plans and monitoring plans addressing groundwater contamination.Major accomplishments included repaired extensive damage to the intermediate cover on the south side, leasing a Caterpillar 826G land compactor that will improve operation, being inspected by Water Board on November 13, 2006 and did not issue any violations, making progress in acquiring the land fill site and completing first phase of Solid Waste Strategic Plan.

Independent Agencies

In addition the Agency provides services to three independent countywide agencies.

Local Area Formation Commission

LAFCo is responsible for reviewing and approving any creation or change of local governmental agencies, including cities and special districts.The Commission has a representative from each City, two from the County and one public member selected by the other four.This year the Commission approved two annexations for the City of Orland and updated its fee structure to assure all costs of processing applications was recovered.

Regional Transit Committee

Regional Transit Committee provides the county-wide transit system, which includes a fixed route bus system, a subsidized taxi system and the transport persons for non-emergency medical needs to regional facilities.This authority also coordinates the “Ride to Work” van program with HRA.This year the Committee purchased two new buses to replace its aging fleet and contracted the operation of services to ParaTransit, Inc.

Transportation Commission

The Transportation Commission oversees the regional transportation planning and project programming, the call-box system, funding allocation for the Abandoned Vehicles Abatement, and acts as the regional housing allocation review authority.This year they updated Regional Transportation Plan and saw the completion of the North Valley Regional Intelligent System Architecture.


All these activities result in a group of employees that work hard to provide county residents with the best service and facilities that can be provided within the budget available. The employees work to stretch the public investment as far as possible with special efforts to improve efficiency and focus efforts toward safety, health and economic growth.
