The Sustainable Groundwater Management Act (SGMA) is a collection of Bills (SB 1168, AB 1739, SB 1319) that were signed into law by Governor Brown on September 16, 2014. The intent of the Act was to mandate comprehensive groundwater management throughout the state.  The Act focuses on local control, but provides state oversight and state intervention if local efforts fail to manage groundwater conditions effectively. Implementation will take place over the next several years.

Regionally, eligible local agencies have committed to undertake the responsibility of SGMA implementation by serving as a Groundwater Sustainability Agencies as provided by the law.  The Groundwater Sustainability Agencies were given authorities and responsibilities to sustainably manage groundwater within their jurisdiction while avoiding six undesirable results, including significant and unreasonable:

  • Chronic lowering of groundwater levels

  • Reduction of groundwater storage

  • Seawater intrusion

  • Degraded water quality

  • Land subsidence

  • Depletions of interconnected surface water
