Remaining Environmental & Cultural Services for the County Road 200a Bridge Replacement Project

NOTICE IS HEREBY GIVEN that Glenn County Public Works Agency is soliciting Technical Proposals from qualified and experienced consultants to perform environmental & cultural services for the County Road 200a Bridge Replacement Project. The services to be provided by the successful bidder may include, but not be limited to: performing required studies for NEPA and CEQA clearances, preparation of permitting packages, coordination with various state and federal agencies, and obtaining all necessary permits for construction. It is anticipated the following permits will be required: Section 404 Permit, Section 401 Water Quality Certification, and a Section 1600 Lake and Streambed Alteration Agreement.

Technical Support Services

NOTICE INVITING BIDS

                The County of Glenn (“the County”) is requesting proposals from highly qualified consultants with demonstrated expertise in providing technical support services which may include information technology planning, coordination and implementation and information technology infrastructure services. 

                The County has maintained a Support Service Contract with a local vendor since 2003.  This contract is scheduled to expire in August of 2017. The County seeks a highly qualified consultant that can (a) provide scheduled and emergency on-site and remote technical consulting; (b) information technology analysis, planning and program coordination; and (c) other duties as assigned by the Glenn County Information Services Committee.

                The County intends to award a contract for the proposed consulting services, as further described in the RFP, that are expected to be performed for a three year term which shall be from September 1, 2017 through August 31, 2020.  Annual renegotiation of the contract will be at the discretion of the County and shall be based on changes to County staffing levels, network size/needs, and/or funding levels.

                This RFP has very specific vendor qualification requirements.  Proposals will only be accepted from firms that meet those requirements.  See RFP for more information.

Services in Support of the Local Oral Health Plan and Tobacco Education Plan

The County of Glenn is accepting Request for Proposals (RFP) to those interested parties who wish to be considered for selection to provide services to Glenn County to support  its existing Local Oral Health Plan (LOHP) and Tobacco Education Plan (TEP).  The County is looking for highly qualified consultant(s) with experience in data collection, coordination, and analysis; program development and evaluation; and technical assistance. 

Interested consultants are invited to submit a Proposal to demonstrate their qualifications.  This is a multi-project RFP, with one project focusing on the Local Oral Health Plan and the other on the Tobacco Education Plan.  Qualified candidates are encouraged to apply for one or both projects.  More information on the Scope of Work for each project is included in the link below. REQUEST FOR PROPOSALS

The County of Glenn is seeking a firm to do Genetic Testing for the County of Glenn, Department of Child Support Services. The County of Glenn intends to award a contract to a firm that will meet our qualification criteria and has successfully performed services on similar projects in the past.  The successful firm will be required to enter into a contract with the County for the services requested in this Request for Proposals (RFP) within a reasonable time after award.  The contract will include terms appropriate for this project.  Generally, the terms of the contract will include, but are not limited to: (1) completion of the project within the timeframe provided; (2) no additional work authorized without prior written approval; (3) no payment without prior written approval; (4) funding availability; (5) termination of contract under certain conditions; (6) indemnification of the County; (7) approval by the County of any subcontractors; and (8) minimum appropriate insurance requirements. 

FORMAT FOR PROPOSALS

Responses to the Request for Proposals must be made according to the requirements set forth in this section, both for content and for sequence. Failure to adhere to these requirements or inclusion of conditions, limitations or misrepresentations in a response may be cause for rejection of the submittal.  Use 8-1/2” x 11” sheets (fold outs are acceptable for charts, etc.).  Type size must be large enough to be easily legible, but shall not be smaller than 10 point.

The Glenn Local Agency Formation Commission (Glenn LAFCO) seeks proposals from qualified professionals to perform Executive Officer services. The Executive Officer is appointed by, reports to, and serves at the will of the Commission. This position as authorized by Section 56384 of the California Government Code, has responsibility for overall policy development, program planning, fiscal and personnel management, general administration, contract administration and operation of the Local Agency Formation Commission. The Executive Officer will also be responsible to conduct day-to-day business and administration of the Commission, and to make reports and recommendations to the Commission on matters that require the Commission’s consideration and action. This person will serve as an independent contractor to the Commission.
