The Glenn County Planning and Community Development Services Agency (PCDSA) is a multifaceted department that assists citizens, businesses and property owners by providing land use and development guidance through a responsive community development and permitting process.

PCDSA also ensures that new and existing facilities continue as a community benefit through compliance oversight and administration. 

PCDSA accomplishes its responsibilities through various professional divisions including Building InspectionCode Enforcement, Environmental Health, Geographic Information Systems, Planning, Public Transit and Transportation and Water Resources. 

Building Division

The Building Division administers all applicable Federal, State and Local Building Codes and Regulations to ensure buildings are safe for occupancy. This is accomplished through the permitting, plan review, and inspection process. The Building Official also serves as the Floodplain Administrator. 

Environmental Health

The goal of the Glenn County Environmental Health Department is to preserve the environment and protect the health and safety of the citizens of Glenn County. We strive to accomplish these goals through public outreach, education, collaborative planning and sensible applications of environmental health principles, laws and statutes.

Our dedicated team of professionals work in programs such as food safety, onsite wastewater treatment systems, water quality, solid waste, public swimming pools, vector and rabies control, housing and institutions, land use, disaster sanitation, body art and hazardous material clean up.

Planning Division

The Planning Division coordinates the review of development projects; develops and implements the Glenn County General Plan & other advanced planning programs as well as monitors development through implementation of the zoning and land division regulations. Geographic Information System (GIS) are also provided through the Planning Division.

Water Resources 

The Water Resources Program is responsible for disseminating information, facilitating outreach, and encouraging involvement in groundwater and water resource activities in Glenn County. Staff also participates in local and regional activities including the Sustainable Groundwater Management Act implementation and the Northern Sacramento Valley Integrated Regional Water Management Group.
