Glenn Groundwater Authority Fee Policy
The GGA Fee Policy includes information on the user classification definitions, user classification change request process, and multiple use variance request process.
User classification definitions are as follows:
- Dryland User Class – includes parcels within the GGA service area that are considered open space, natural habitat, vacant, dryland farmed or rangeland. Parcels included in this user class have very low groundwater use. This would include parcels that have no groundwater wells or have wells for stock water use or low domestic use only on large parcels consisting of 10 acres or more. This may include parcels located within surface water service area boundaries who have opted out of receiving surface water deliveries or do not use surface water at any time.
- Surface Water User Class – includes parcels within the GGA service area that use surface water as a primary source of water but may include conjunctive use. Parcels that are within the service district boundary of surface water district will have the opportunity to be classified in the Surface Water User fee category if they provide information to GGA confirming the parcel uses surface water when it is available. A one-time verification of this information shall be provided by August 5, 2024, in order to be categorized in the Surface Water User fee category initially. If no such affirmative proof of surface water use is provided, the parcel shall be classified in the Groundwater user fee category.
- Groundwater User Class – includes parcels within the GGA service area that use groundwater. These parcels will typically have a well(s) on the parcel serving as the primary source of water supply for residential and/or irrigation water uses. Includes parcels located within surface water provider service areas that have opted out of using surface water and/or do not use surface water when its available.
- Urban Area User Class – includes parcels within incorporated cities, located within the GGA service area that pay fees to the GGA directly through an annual payment plan. If urban parcels are billed for GGA fees through a local SGMA Fee process users would be charged based on water source (per groundwater or surface water definitions above).
Glenn Groundwater Authority User Classification Change Request
This form may be completed by a landowner requesting to change the classification associated with a parcel within the Glenn Groundwater Authority (GGA). Each parcel within the GGA has been assigned a single user classification. Landowners may request reclassification of their parcel(s) consistent with the GGA fee policy based on the following circumstances: (1) parcel is classified improperly (not in correct user class); (2) parcel fee assessment amount is incorrect (based on acreage inaccuracy or incorrect user classification); or (3) parcel land use has changed requiring the parcel to be reclassified into a different user class.

Glenn Groundwater Authority Multiple Use Variance Request
This form may be completed by a landowner requesting multiple uses be assigned to a single parcel within the Glenn Groundwater Authority (GGA). Each parcel within the GGA has been assigned an initial single user classification. Landowners may request a multiple use variance in which a parcel may be classified in more than one user classification. The multiple use variance request must account for a minimum of 20 percent of the parcel’s total acreage.
The landowner is responsible for providing sufficient information that could support the delineation of parcels into the appropriate user classifications based on the current definitions.
Approved changes will take effect the following fiscal year (July 1).
A non-refundable application fee of not less than $200 will be levied by the GGA to process Multiple Use Variance Request Applications. Should the processing of the application take more than two hours of staff time, the applicant will be responsible for costs for additional time and materials to continue processing the variance request. Approved changes will not be effective until all fees have been paid in full.

Glenn Groundwater Authority Surface Water User Verification
This form may be completed by a landowner wishing to confirm a parcel uses surface water when it is available.
Parcels that are within the service district boundary of surface water district have the opportunity to be classified in the Surface Water User fee category if they provide information to GGA confirming the parcel uses surface water when it is available. For the initial classification, In order to be classified in the Surface Water User category, information verifying surface water use must be provided to the GGA by August 5, 2024. If no such affirmative proof of surface water use is provided to the GGA, the parcel shall be classified in the Groundwater User fee category.
Examples of information to verify surface water use could include maps and water applications, or similar documents.
