Glenn County (County), through its Community Action Department (CAD), is inviting Letters of Interest (LOI) in order to establish a pool of interested developers, experienced in the development of various housing solutions, including high-quality affordable housing and permanent supportive housing. Request for Proposals: Child Support Legal Counsel - RFP 2019-01

RFP: Child Support Attorney 2019 - RFP 2019-01

REQUEST FOR PROPOSALS SUMMARY: The purpose of this Request for Proposal (proposal) is to solicit and award a multi-year contract to a service provider for up to 8 hours per week, high quality, cost-effective legal representation of the Glenn County Department of Child Support Services (DCSS) in Child Support proceedings. This proposal is the means for prospective service providers to submit their qualifications and request selection as a service provider.

Proposals will be considered from all child support provider types, including but not limited to:

• Sole practitioners;

• General partnerships;

• Government agencies;

• Non-profit organizations;

• Private firms; and

• Any combination of the above.

Responses to this RFP must be received by the Glenn Co. DCSS, no later than 3:00 PM on Monday, April 1, 2019. Responses received after the stated deadline will not be considered regardless of the reason for tardiness. Proposals must be signed by a duly authorized officer of the bidding organization, delivered along with all required documents, and plainly marked as follows:

Questions regarding the proposal should be submitted in writing or emailed by March 10, 2019, at 3:00 P.M. Glenn County Landfill Closure

NOTICE IS HEREBY GIVEN that sealed standard Proposals for GLENN COUNTY LANDFILL CLOSURE will be received at the Glenn County (COUNTY) office at 777 North Colusa Street, Willows, CA 95988 from BIDDERS, until 2:00 p.m. on Thursday, March 28, 2019 (OPENING DATE), at which time, or as soon thereafter as possible, the bids will be publicly opened and read. Bids shall be clearly labeled “SEALED BID Glenn County Landfill Closure.” Bids are required for the entire work described herein. No electronic or faxed bids will be accepted.

The work includes constructing a closure cap on the 76.5-acre Glenn County Landfill in Artois, California and related work.

Submissions in response to this Notice To Bidders must be received by the Glenn County Public Works Agency no later than 2:00 p.m., Thursday, March 28, 2019. No bid will be considered unless it is made on the forms furnished by the COUNTY and is made in accordance with the Special Provisions. Each bidder must be licensed as required by law and as described in the contract documents. Proposals received after the deadline will not be considered.

Request for Proposals Fire Inspection and Plan Checking

The Glenn County Planning and Community Development Services Agency is seeking qualified Consultant(s) to conduct plan review and site inspections for fire safety with experience in commercial and residential plan reviews including multi-story construction and complex tenant improvements. Plans often require quick turnaround to meet the needs of the building owners and contractors. Inspection demand may also be high, with inspections required on short notice. Professional services requested includes:

  • Act as Fire Marshal
  • Perform complete plan review for fire safety
  • Perform fire safety construction related inspections

Request for Proposals - County General Plan and Zoning Code Update

Glenn County Planning & Community Development Services Agency (PCDSA) is requesting proposals from qualified consultants for preparation of a comprehensive update of the Glenn County General Plan in accordance with the 2017 General Plan Guidelines published by the California Office of Planning and Research, the Glenn County Unified Development Code, and Glenn County code sections related to the abatement of nuisances and violations together with the preparation of all necessary environmental documents for the plan pursuant to the requirements of the California Environmental Quality Act.

Affordable Housing - Consultation, Professional Services, Grant Expertise, Technical Development, Assistance, and Training

The County of Glenn is requesting proposals from service providers for high quality, cost-effective Consultation, Technical Development, Grant Administration, Grant Writing, Evaluation Services, as well as Technical Assistance and Technical Trainers focused upon:

  • Planning for affordable housing within the Glenn County area, while aligning with the region’s rural community needs and Glenn County’s promotion of the motto, “Love the Lifestyle”. Additionally, since Glenn County partners with Colusa and Trinity Counties in the Colusa-Glenn-Trinity Community Action Partnership (or CAP), a proposal that demonstrates flexibility in considering these Counties will be favorable to the firm responding to this RFP. Consider this as a universal condition for this entire RFP.
  • Expertise related to the programs and packages designed to progress affordable housing initiatives within Colusa, Glenn, and Trinity County areas.
  • Partnering with public agencies, businesses, and other entities to bring the most beneficial housing investments and projects to Glenn County and the counties making up the CAP communities.
  • Finding and obtaining funds to leverage feasible housing programs and packages.
  • Ranges of services such as pre-planning to development, to development, to project management and property management.
