AS HEARD IN COURT AUGUST 16, 2019

PEOPLE V. TILLIS, SHAWNTRE - Defendant, age 24 from Antioch, CA, was convicted of felony violations of TWO SEPARATE COUNTS of Penal Code section 191.5(a), Gross Vehicular Manslaughter of I.G. and F.G., TWO SEPARATE COUNTS Vehicle Code section 23153(a), Driving Under the Influence of Alcohol Causing Injury, TWO SEPARATE COUNTS Vehicle Code section 23153(b), Driving Under the Influence of Alcohol over 0.08% BAC Causing Injury, and SIX SEPARATE Special Allegations in violation of Vehicle Code section 23558, Injury or Death to Multiple Victims, J.D., R.D., C.R.D., Y.S., A.G., and E.S.

This vehicle collision occurred on March 12, 2017 and took the life of 2 people and injured 5 others including great bodily injury requiring multiple surgeries including a broken neck, when Defendant chose to drink with a blood alcohol content of .14/.13%. The incident took place on Interstate-5 just north of County Road 57 with Defendant driving impaired over 117 MPH and involved 7 vehicles in the collision. The victims deceased in this case were a 2 year old little boy and his father, I.G. and F.G., who were driving back home from Disneyland. Defendant was sentenced to the maximum sentence permitted under California sentencing laws 15 years state prison. This case was prosecuted by DA Stewart with assistance from the CHP – Willows Officer Kerr, MAIT Officers Mitchell, Dalin, Hamann, and Chico Police Department Officer Consiglio, and Glenn County Health and Human Services Agency - HHSA Victim Witness Advocate Jacinto. Dwayne Stewart, District Attorney, offers his heartfelt condolences to the survivors of this collision and commends Y.S. for speaking at the sentencing on behalf of her family losing her husband and son.

PEOPLE V. WARREN, TIMOTHY- Defendant was previously convicted of felony violations of Health and Safety Code sections 11379, Sale of Methamphetamine, 11366(a), Maintaining a Place for Sale of Methamphetamine, Penal Code sections 459, Second Degree Burglary, misdemeanor 148(a)(1), Resist Obstruct Delay a Peace Officer, and found in violation of probation in 1 case. The Defendant was re-sentenced to 3 years 4 months in state prison. This case was prosecuted by DA Stewart from Glenn County Probation Department Officers Perry, Teague, Moize, and Van Eck, Orland Police Department Officer Fullmore, Glenn County Sheriff’s Office Sergeant Melgarejo, and GLINTF Agents Cushman and Tharp.

PEOPLE v. RODRIGUEZ, IVAN- Defendant plead to felony violation of Penal Code section 29800(a)(1), Felon in Possession of Firearm and Penal Code section 667.5(b), Prior Prison Term. Defendant was sentenced to 4 years state prison. This case was prosecuted by ADA Neumann with assistance from Glenn County Sheriff's Office Deputies Turner and Goodwin and Sergeant Owens.

PEOPLE V. MEDINA, JUAN ANTONIO- Defendant was convicted of felony violations of Health and Safety Code section 11378, Possession of Methamphetamine for Sales, Penal Code sections 12022.1, Committing a Felony while out on Felony Probation, 29800, Possession of a Firearm by a Felon, 30305, Possession of Ammunition by a Felon, and 22210, Possession of a Billy Club. Defendant was sentenced to 5 years 4 months state prison. PEOPLE V. THOMAS, JAMES- Defendant was previously convicted of misdemeanor violations of Penal Code section 243(e)(1), Battery Against a Cohabitant, and Health and Safety Code section 11550(a), Being Under the Influence of a Controlled Substance. Defendant was found in violation of probation for the 3rd and 4th time and was sentenced to 3 years in county jail. The case was prosecuted by DDA Coffey with assistance from Glenn County Probation Department Officer Garcia.

PEOPLE V. THOMAS FRED- Defendant was convicted by a jury on a felony violation of Penal Code Section 273.5(a), Corporal Injury on his Spouse. The Defendant also admitted to three violations of Penal Code Section 667.5(b) Prior Prison Commitments. This case was prosecuted by DDA Neumann with assistance from Glenn County Sheriff’s Office Deputy Alves and victim witness advocate Pinedo. The sentencing will be held on January 26, 2018.

PEOPLE V. MILLER, JESSE- Defendant was convicted of a felony violation of Penal Code sections 594(b)(1), Vandalism Over $400 and 29805, Felon in Possession of a Firearm. Defendant was sentenced to 3 years 8 months state prison. VESSELS, JAMES - Defendant was convicted of felony violations of Penal Code sections 530.5(c)(3), Identify Theft of More Than 10 persons with a Special Allegation Enhancement 12022.1(b)(1), Committing a Felony while Out on Bail, 1320(b), Failure to Appear for a Felony while on Own Recognizance, 4573.8, Possession of Alcohol in Jail, 594(a), Vandalism over $400, Health and Safety Code Section 11379(a), Possession of  Controlled Substance for Sale, and misdemeanor violations of 148(a), Resist Obstruct Delay a Peace Officer and 530.5(c)(1), Identity Theft. Defendant was sentenced to 8  years prison, $1,455.18 Restitution, and 4 years of this sentence to be served on Mandatory Supervision. PEOPLE V. MEDINA, MERANDA DAWN- Defendant was convicted of a felony violation of Health and Safety Code section 11378, Possession of Drugs for Sales. Defendant was sentenced to a split sentence of 1 year state prison and 3 years of Mandatory Supervision. This case was prosecuted by DDA Coffey with assistance from Glenn County Sheriff's Office Deputy Sheldon.

AS HEARD IN COURT FEBRUARY 9, 2018

PEOPLE V. ROTHGERY, CRYSTAL- Defendant was convicted by jury of a felony violation of Penal Code section 451(d), Arson of Property. Defendant was also convicted of misdemeanor violations of Vehicle Code section 14601.1(a), Driving without a License, and 14601.3(a), Habitual Traffic Offender.  Defendant was previously on felony probation for a violation of Penal Code section 4573.6(a), Bringing Drugs into the Jail, and 2 separate misdemeanor cases. Defendant was found in violation of probation on 3 separate cases. Defendant was sentenced to 540 days in county jail, 3 years formal probation, and probation was terminated in 3 cases. A hearing has been set for the restitution to the victim for the vehicle that was burned in the arson. The case was prosecuted by DA Stewart with assistance from Orland Police Department Officer Branson.

AS HEARD IN COURT JANUARY 12, 2018

PEOPLE V. CAMPBELL, CHAD- Defendant was convicted of a felony violation of Penal Code section 666.5, Vehicle Theft with a Prior Conviction for Vehicle Theft. Defendant was sentenced to 4 years in state prison plus a 16 months consecutive prison term from Napa County for a total of 5 years and 4 months in state prison. The case was prosecuted by DA Stewart with assistance from California Highway Patrol Officer Owens.

PEOPLE V. HARRIS, KEITH- Defendant was convicted of a felony violation of Penal Code sections 245(c), Assault on a Peace Officer with a Deadly Weapon on Officers Carmon and Carrillo of the Orland Police Department with a Strike and 245(a)(1), Assault on a Deadly Weapon, to wit the Concrete Floor, with admission of a Strike Prior. Defendant was sentenced to 12 years state prison. This case was prosecuted by DA Stewart with assistance from Orland Police Department Officers Carmon, Carrillo, Mills, Roenspie, and Sergeant Vlach, Glenn County Sheriff's Office Detective Felton and Deputies Draper, Lemmon, Kelso, Martinez, Corbin, and Jacinto. 

AS HEARD IN COURT JANUARY 26, 2018

PEOPLE V. DEARING, SHAWN- Defendant was convicted of a misdemeanor violation of Penal Code section 594(a), Vandalism. Defendant was also on Post Release Community Supervision (PRCS) and was found in violation of PRCS and in violation of probation on a separate misdemeanor case. Defendant was sentenced to 164 days in county jail, PRCS was terminated, 40 hours of community service, and 3 years court probation. The full $1,575.17 in restitution was paid back to the victim. The case was prosecuted by DDA Neumann with assistance from Glenn County Sheriff's Office Correctional Deputy Mencia and Lt. Bouldin.

AS HEARD IN COURT JANUARY 5, 2018

PEOPLE V. JOHNSON, PAUL- Defendant was convicted of felony violations of Penal Code section 666.5, Vehicle Theft with Prior Vehicle Theft, and Vehicle Code section 2800.2, Reckless Evasion, and enhancements for a prior strike conviction and a prior prison term. Defendant was sentenced to 6 years and 4 months in state prison. The case was prosecuted by DDA Harbarger with assistance from California Highway Patrol Officer Stokes and Redding Police Department Officer Stenderup.
