PEOPLE V. EDWIN SPEER: A parole hearing was conducted today from California State Prison, Chuckawalla for Inmate Edwin Speer. On October 28, 1999, Inmate Speer was 23 years old when he committed Voluntary Manslaughter with the use of a Firearm and in Criminal Street Gang Activity by shooting and killing 19-year-old victim, Christopher Clark in Willows, CA. As Inmate Speer was on felony probation at the time of the murder, Defendant was resentenced on his other cases in Glenn and Butte counties. Shortly after entering prison in 2002, Inmate Speer severely beat a fellow inmate inflicting life threatening injuries and obtaining a new felony conviction in Monterey County, adding 7 years to his sentence. Inmate Speer is currently serving a 31 years 8 months determinate sentence with an early parole release date of May 1, 2026. The Parole Board denied Inmate Speer's parole for 1 year, when he will be eligible for a hearing for a second time. The parole hearing was virtually attended by Assistant District Attorney Ruby Neumann, who opposed the parole on behalf of Glenn County as well as 8 surviving family members of Mr. Christopher Clark and Victim Witness Advocate White.
