GLENN COUNTY – On Tuesday, March 21, 2023, the County of Glenn Board of Supervisors unanimously approved a resolution ratifying the proclamation of a local emergency due to the recent March storms. A local emergency was proclaimed for the severe storms that impacted Glenn County beginning on March 10, 2023. These storms required response operations due to excessive flood waters which resulted in a breach on Hambright Creek in western Orland. Emergency protective measures to protect life and property were required.

The California Emergency Services Act establishes procedures for proclaiming emergencies and for responding promptly to the needs that arise during emergencies. Glenn County Sheriff – Office of Emergency Services requested a Flood Fight Specialist from the State Department of Water Resources who responded to assess the threat of flooding and identify emergency mitigation measures. Flood fight resources were requested from the State Department of Water Resources and Cal-OES to include sandbags and muscle wall, a temporary plastic wall that is assembled to fill the gap in the creek bank. This temporary wall will keep the flow of water within the creek channel for the remainder of the storm season.

A request to the Governor for California Disaster Assistance Act Financial Assistance is being submitted by the Sheriff as Director of the Office of Emergency services.
