Technical Support Services

NOTICE INVITING BIDS

                The County of Glenn (“the County”) is requesting proposals from highly qualified consultants with demonstrated expertise in providing technical support services which may include information technology planning, coordination and implementation and information technology infrastructure services. 

                The County has maintained a Support Service Contract with a local vendor since 2003.  This contract is scheduled to expire in August of 2017. The County seeks a highly qualified consultant that can (a) provide scheduled and emergency on-site and remote technical consulting; (b) information technology analysis, planning and program coordination; and (c) other duties as assigned by the Glenn County Information Services Committee.

                The County intends to award a contract for the proposed consulting services, as further described in the RFP, that are expected to be performed for a three year term which shall be from September 1, 2017 through August 31, 2020.  Annual renegotiation of the contract will be at the discretion of the County and shall be based on changes to County staffing levels, network size/needs, and/or funding levels.

                This RFP has very specific vendor qualification requirements.  Proposals will only be accepted from firms that meet those requirements.  See RFP for more information.

The County of Glenn is accepting Technical Proposals for Remaining Professional Engineering,Surveying, Right of Way, and Environmental Services for the County Road 305 Bridge Replacement project. Consultant selection utilizes the One-Step Request for Proposals (RFP) Method, as described in Section 10.6 of the Caltrans Local Assistance Procedures Manual (LAPM). The tasks required to complete this project may include, but are not limited to: project management, surveying, remaining preliminary engineering, right-of-way clearance, environmental documents/studies/reports/permitting, final design, utility coordination, bid assistance, and construction support services. A more detailed description of the tasks required to complete this project are defined in the Scope of Services section of this Request for Proposals.

Material Testing Services for Willows and Orland Airport Pavement Preservation Project

The County of Glenn (herein referred as "County") is now accepting quotes for material testing services for the Willows-Glenn Airfield Pavement Preservation Project. 

Material testing and sampling frequency will be as directed by the County Engineer or his designee and have a not to exceed amount of ten thousand dollars ($10,000.00). The anticipated construction schedule, Appendix
A, is attached along with this Request for Quotes.

Testing laboratories must have been inspected by a National authority and conform to ASTM E994 for P401 and P501 projects. The testing laboratories must meet the requirements of ASTM D3666 or Cl 077. Examples of National authorities are The American Association of Laboratory Accreditation (AALA), AASHTO accreditation program, AASHTO Materials Reference laboratory, or Cement and Concrete Reference Laboratory (CCRC).

Any questions regarding this request for quotes must be in writing, and directed to the Planning & Public Works Agency no later than five (5) days prior to the due date. Glenn County Bus Maintenance Barn

County of Glenn (COUNTY) and the City of Willows (CITY) are seeking qualified firms and individuals to establish a prequalified list for future on call services or issue a contract for on call services immediately if COUNTY or CITY deems necessary. The prequalified list/contract(s) will be created for the following positions, County Engineer/Road Commission, County Surveyor, Chief Building Official and Building Plan Check/Code Enforcement. Private consulting firms providing architectural, landscape architectural, engineering, environmental, land surveying, construction engineering, or construction project management services, with respect to a construction project, are termed “Architectural and Engineering (A&E) Consultants. It is the COUNTY and CITY’s intent to procure the aforementioned positions on the basis of fair and open competitive negotiations, demonstrated competence, and professional qualifications in accordance with 23 Code of Federal Regulations (CFR), Part 172, at a fair and reasonable price (48 CFR 31.201-3).

Purpose:  The County of Glenn Department of Child Support Services (hereinafter “County”) is seeking an individual(s) or firm(s) to serve court documents, subpoenas, and other legal documents, commencing July 1, 2017. The contract term will be for Three (3) years with the possibility of Two (2) One (1) year extensions, once approved by the Glenn County Board of Supervisors.

The process for responding to this RFQ is as follows:

This is a Public Works Contract. In accordance with section 1720 et seq. of the Labor Code, the general prevailing wage rates as established by the Director of the California Department of Industrial Relations will apply to the GLENN COUNTY CORPORATE YARD GATES.
