The Glenn Local Agency Formation Commission (Glenn LAFCO) seeks proposals from qualified professionals to perform Executive Officer services. The Executive Officer is appointed by, reports to, and serves at the will of the Commission. This position as authorized by Section 56384 of the California Government Code, has responsibility for overall policy development, program planning, fiscal and personnel management, general administration, contract administration and operation of the Local Agency Formation Commission. The Executive Officer will also be responsible to conduct day-to-day business and administration of the Commission, and to make reports and recommendations to the Commission on matters that require the Commission’s consideration and action. This person will serve as an independent contractor to the Commission. 2018 Vehicle Request for Bids

The Glenn County Fleet Management Division, in accordance with Glenn County Purchasing Policy, is providing bid specifications and related documents to prospective bidders for the purchase of vehicles more particularly described in the specifications within. It is the intent of this division to prepare specifications that are generic and impartial to make, model and manufacturer of related vehicles or equipment while meeting the minimum needs of the County.  All Glenn County new vehicle dealers, in addition to dealers outside the local area who have requested to be placed on the bidders list, have been provided the attached solicitation.

The County of Glen
The County of Glenn, a division of the State of California, (the “County”) was formed in 1891 and has a population of approximately 28,000. The County is located in the northern portion of California’s Central Valley encompasses approximately 1,327 square miles.  The County has two incorporated cities, Orland and Willows.  Willows serves as the County seat.

The Projects
The County is planning to implement a combination of various energy conservation measures (the “Energy Project”) and solar energy generation systems (the “Solar Project”) (collectively, the “Projects”).  The County has selected Aircon Energy (the “Contractor”) to install the Projects at numerous County-owned sites.  The Energy Project (estimated $1.4 Million) will consist primarily of HVAC replacements and LED lighting replacements and the Solar Project (estimated $1.6 Million) will consist of approximately 7 separate solar energy systems.

The Lease Structure
The County prefers to enter into an approximately $3 Million lease transaction with a TBD institutional lender (the “Lender”), which will include a separate tax-exempt schedule to provide funding for the Energy Project and taxable direct-subsidy Clean Renewable Energy Bonds (“CREBs”) schedule to provide funding for the Solar Project.  The tax-exempt schedule is referred to herein as the “Tax-Exempt Schedule” and the taxable schedule is referred to herein as the “CREBs Schedule”.  It is anticipated that the transaction will be a direct private placement with one institutional lender.  No official statement or other disclosure document will be prepared.  There will be no debt service reserve, no rating, no DTC registration and no CUSIPs.  The Lender will be required to provide certifications that the financing is not a security and is not being made with the present intention to resell, as well as other customary certifications.
The Lease transaction will be structured as an “asset transfer” lease and will include a site lease (the “Site Lease”) between the County and a TBD financing corporation (the “Corporation”), under which the County will lease its Auditor’s Building (insured replacement value of $2.7 Million) and its Planning and Public Works Building (insured replacement value of $755 Thousand) (collectively, the “Leased Facility”) to the Corporation.  Under a separate facility lease agreement (the “Facility Lease”), the Corporation will sublease the Leased Facility back to the County.  The payments due will represent rent for the beneficial use of the Leased Facility.  Under an Assignment Agreement (the “Assignment”), the Corporation will assign to the Lender all of the Corporation’s right, title, and interest, in and to the Leased Facility under the Site Lease and the Facility Lease, including its right to receive the lease payments due under the Facility Lease.

Request for Proposals
The County is soliciting proposals from law firms with experience and interest to provide legal services in connection with this transaction.  The County has already submitted an application to the Internal Revenue Service for the CREBs.
Information to be submitted by the proposer
1.    Please provide a cover letter, which includes the name of the firm, address, telephone number, type of firm (e.g. partnership, LLP, etc.) and name of principal to contact.  The cover letter must be signed by a representative of the firm with authorization to bind firm by contract.
2.    Please list experience of assigned staff with these types of financings.
3.    Please indicate your proposed fees.  It should be assumed that the selected counsel will be responsible for providing documents, negotiating with the selected Lender and coordinating with various stakeholders during the process (County Board of Supervisors, County staff, Lender, Lender’s counsel, title company, Contractor, etc.).
4.    Any additional information you wish the County to consider in its evaluation process.

UPDATE: The Governor of California has declared a state of emergency due to the wildfires. As such, we will extend the deadline for submission for the Request for Proposal to Monday, October 23rd at 4:00 pm.

 

REQUEST FOR PROPOSALS

The County of Glenn is seeking a firm to do Genetic Testing for the County of Glenn, Department of Child Support Services. The County of Glenn intends to award a contract to a firm that will meet our qualification criteria and has successfully performed services on similar projects in the past.  The successful firm will be required to enter into a contract with the County for the services requested in this Request for Proposals (RFP) within a reasonable time after award.  The contract will include terms appropriate for this project.  Generally, the terms of the contract will include, but are not limited to: (1) completion of the project within the timeframe provided; (2) no additional work authorized without prior written approval; (3) no payment without prior written approval; (4) funding availability; (5) termination of contract under certain conditions; (6) indemnification of the County; (7) approval by the County of any subcontractors; and (8) minimum appropriate insurance requirements. 

FORMAT FOR PROPOSALS

Responses to the Request for Proposals must be made according to the requirements set forth in this section, both for content and for sequence. Failure to adhere to these requirements or inclusion of conditions, limitations or misrepresentations in a response may be cause for rejection of the submittal.  Use 8-1/2” x 11” sheets (fold outs are acceptable for charts, etc.).  Type size must be large enough to be easily legible, but shall not be smaller than 10 point.

The County of Glenn is accepting Technical Proposals for Remaining Professional Engineering,Surveying, Right of Way, and Environmental Services for the County Road 305 Bridge Replacement project. Consultant selection utilizes the One-Step Request for Proposals (RFP) Method, as described in Section 10.6 of the Caltrans Local Assistance Procedures Manual (LAPM). The tasks required to complete this project may include, but are not limited to: project management, surveying, remaining preliminary engineering, right-of-way clearance, environmental documents/studies/reports/permitting, final design, utility coordination, bid assistance, and construction support services. Technical Support Services

NOTICE INVITING BIDS

                The County of Glenn (“the County”) is requesting proposals from highly qualified consultants with demonstrated expertise in providing technical support services which may include information technology planning, coordination and implementation and information technology infrastructure services. 

                The County has maintained a Support Service Contract with a local vendor since 2003.  This contract is scheduled to expire in August of 2017. The County seeks a highly qualified consultant that can (a) provide scheduled and emergency on-site and remote technical consulting; (b) information technology analysis, planning and program coordination; and (c) other duties as assigned by the Glenn County Information Services Committee.

                The County intends to award a contract for the proposed consulting services, as further described in the RFP, that are expected to be performed for a three year term which shall be from September 1, 2017 through August 31, 2020.  Annual renegotiation of the contract will be at the discretion of the County and shall be based on changes to County staffing levels, network size/needs, and/or funding levels.

                This RFP has very specific vendor qualification requirements.  Proposals will only be accepted from firms that meet those requirements.  See RFP for more information.

SEALED Bids will be received at the above address until 3:00 p.m., Friday, July 21, 2017.  Award of the bid will be based on the total lump sum provided. Bids must be submitted on Glenn County’s “Bid Form” enclosed in a sealed envelope clearly marked “Glenn County Corporate Yard Gate”.

All bids and related documents shall be subject to funding agreements between the County of Glenn, the California Department of Transportation, and the California Office of Emergency Services. All offerors will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

Glenn County hereby notifies all bidders that it is their policy to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of contracts that it awards. Bidders are strongly encouraged to obtain Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation for this contract. All bidders must document their efforts to achieve DBE or SBE participation.

All bids must be accompanied by cash, a cashier’s check or a bidder's bond in the amount of five hundred dollars ($500), as described in the Contract Documents, which shall be applied to damages sustained by GTS and Glenn County if the successful Bidder fails or refuses to enter into the contract awarded to it.

Bids will be examined and reported to the Regional Transit Committee within sixty (60) calendar days after the bid opening. GTS and Glenn County reserve the right to reject any and all bids or to waive any irregularity or informalities in any bid or in the bidding procedure, or to postpone the bid opening for good cause. No bidder may withdraw its bid for a period of ninety (90) days after the date of opening of bids. Each Bidder will be notified of award of contract, if award is made.

This is a Public Works Contract. In accordance with section 1720 et seq. of the Labor Code, the general prevailing wage rates as established by the Director of the California Department of Industrial Relations will apply to the GLENN COUNTY CORPORATE YARD GATES. The prevailing wage rates established by the State Director of Industrial Relations can be viewed at County Connection’s offices, are available on the State of California’s website at http://www.dir.ca.gov/ or can be obtained by mail addressed to:  Prevailing Wage Unit, Division of Labor Statistics and Research, Department of Industrial Relations, P.O. Box 603, San Francisco, CA 94101.

Bidders bidding as the prime contractor shall possess a valid State of California Class B Contractor’s License or C-13 Contractor’s Licenses. Contractors and any approved subcontractors shall hold such current and valid Contractor’s Licenses as required by California law at the time of award. All subcontractors shall be properly licensed by the State of California to perform specialized trades.
