The County of Glenn is requesting proposals from service providers for high quality, cost-effective Consultation, Technical Development, Grant Administration, Grant Writing, Evaluation Services, as well as Technical Assistance and Technical Trainers focused upon:

  • Planning for affordable housing within the Glenn County area, while aligning with the region’s rural community needs and Glenn County’s promotion of the motto, “Love the Lifestyle”. Additionally, since Glenn County partners with Colusa and Trinity Counties in the Colusa-Glenn-Trinity Community Action Partnership (or CAP), a proposal that demonstrates flexibility in considering these Counties will be favorable to the firm responding to this RFP.   • Expertise related to the programs and packages designed to progress affordable housing initiatives within Colusa, Glenn, and Trinity County areas.
  • Partnering with public agencies, businesses, and other entities to bring the most beneficial housing investments and projects to Glenn County and the counties making up the CAP communities.

  • Ranges of services such as pre-planning to development, to development, to project management and property management.

Scrap Metal Removal at Glenn County Landfill

The County of Glenn (“County”) is now accepting quotes from contractors interested in providing scrap metal recycling and decontamination services at the Glenn County Landfill, 5700 County Road 33, Artois CA 95913. Health and Human Services Agency Requests Letters of Interest regarding Office Space

 REQUESTS LETTERS OF INTEREST REGARDING OFFICE SPACE

 

The County of Glenn is seeking a long-term solution to housing the staff and services of the Glenn County Health and Human Services Agency (HHSA) in Willows, California.  This Request for Information (RFI) is to identify sources that can help provide information regarding long-term goals of the HHSA.  This project entails determining a location (site) for a 10,000 to 15,000 square foot new build or renovated professional building with adequate parking in Willows.  Larger sites may also be considered. The building must be ADA compliant. The preferred location site is the downtown area of Willows or in an area that is easily accessible and near services such as medical facilities, grocery stores and public transportation. 

The timeframe for development is between 2-7 years.  The County will review the RFI responses and may request further information. Information received in response to this RFI is intended to assist the County in understanding current commercial offerings and define the requirements for procurement. Vendors of interest are those who are in a position to contribute to the research or can identify potential solutions. 

Parties should send letters of interest, along with qualifications and suggested parcel information, or any other information that is relevant to the above. Letters must be received no later than 5:00 pm on October 15, 2018, to:

The County intends to secure agreement(s) with architectural and engineering consultant(s) to provide on-call architectural and engineering services. These services will consist of performing design improvements and upgrades to County owned buildings and facilities, preparation of bid packages for said building projects, construction support, and other architectural and engineering needs the County may require. Other services may include but are not limited to drafting of as built plans, assistance with development of capital improvement plans, consultation on placement of office furniture and equipment in relation to efficient use of space, and compliance with codes and regulations.  Existing County facilities include, but are not limited to office buildings, maintenance shops, airport hangars, parks, storage buildings, and other public properties. These facilities greatly vary by type, size, condition, and building material. Anticipated projects have limited budgets and design tasks must be done in the most cost effective manner and with concise planning and thought to such budget constraints.

Please note that the County is seeking qualified consultants who are able to perform and coordinate all of the above-mentioned architectural and engineering services. The County of Glenn affirms that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation.

SEALED Bids will be received at the above address until 3:00 p.m., Friday, July 21, 2017.  Award of the bid will be based on the total lump sum provided. Bids must be submitted on Glenn County’s “Bid Form” enclosed in a sealed envelope clearly marked “Glenn County Corporate Yard Gate”.

All bids and related documents shall be subject to funding agreements between the County of Glenn, the California Department of Transportation, and the California Office of Emergency Services. All offerors will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

Glenn County hereby notifies all bidders that it is their policy to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of contracts that it awards. Bidders are strongly encouraged to obtain Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) participation for this contract. All bidders must document their efforts to achieve DBE or SBE participation.

All bids must be accompanied by cash, a cashier’s check or a bidder's bond in the amount of five hundred dollars ($500), as described in the Contract Documents, which shall be applied to damages sustained by GTS and Glenn County if the successful Bidder fails or refuses to enter into the contract awarded to it.

Bids will be examined and reported to the Regional Transit Committee within sixty (60) calendar days after the bid opening. GTS and Glenn County reserve the right to reject any and all bids or to waive any irregularity or informalities in any bid or in the bidding procedure, or to postpone the bid opening for good cause. No bidder may withdraw its bid for a period of ninety (90) days after the date of opening of bids. Each Bidder will be notified of award of contract, if award is made.

This is a Public Works Contract. In accordance with section 1720 et seq. of the Labor Code, the general prevailing wage rates as established by the Director of the California Department of Industrial Relations will apply to the GLENN COUNTY CORPORATE YARD GATES. The prevailing wage rates established by the State Director of Industrial Relations can be viewed at County Connection’s offices, are available on the State of California’s website at http://www.dir.ca.gov/ or can be obtained by mail addressed to:  Prevailing Wage Unit, Division of Labor Statistics and Research, Department of Industrial Relations, P.O. Bidders bidding as the prime contractor shall possess a valid State of California Class B Contractor’s License or C-13 Contractor’s Licenses. Contractors and any approved subcontractors shall hold such current and valid Contractor’s Licenses as required by California law at the time of award. All subcontractors shall be properly licensed by the State of California to perform specialized trades.

Assessment Engineering and Professional Benefit Assessment and Special Taxes Administration Services

The County of Glenn is accepting Request for Qualifications (RFQ) to those interested parties who wish to be considered for selection to provide services to Glenn County to support the continued justification and collection of its existing benefit assessment and special tax for the Glenn County Valley-Wide Mosquito Abatement Assessment District. The County is looking for a highly qualified assessment engineer and tax consultant to provide these services.

Interested consultants are invited to submit a Statement of Qualifications (SOQ) to demonstrate their qualifications to perform these services.

REQUEST FOR PROPOSALS

The County of Glenn is seeking a firm to do Genetic Testing for the County of Glenn, Department of Child Support Services. The County of Glenn intends to award a contract to a firm that will meet our qualification criteria and has successfully performed services on similar projects in the past.  The successful firm will be required to enter into a contract with the County for the services requested in this Request for Proposals (RFP) within a reasonable time after award.  The contract will include terms appropriate for this project.  Generally, the terms of the contract will include, but are not limited to: (1) completion of the project within the timeframe provided; (2) no additional work authorized without prior written approval; (3) no payment without prior written approval; (4) funding availability; (5) termination of contract under certain conditions; (6) indemnification of the County; (7) approval by the County of any subcontractors; and (8) minimum appropriate insurance requirements. 

FORMAT FOR PROPOSALS

Responses to the Request for Proposals must be made according to the requirements set forth in this section, both for content and for sequence. Failure to adhere to these requirements or inclusion of conditions, limitations or misrepresentations in a response may be cause for rejection of the submittal.  Use 8-1/2” x 11” sheets (fold outs are acceptable for charts, etc.).  Type size must be large enough to be easily legible, but shall not be smaller than 10 point.
