FINAL PUBLIC NOTICE

Glenn County has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) funding through the California Office of Emergency Services (CalOES) as subrecipients. Pursuant to Executive Order (EO) 11988 and 44 CFR Part 9.12, final public notice is hereby given regarding FEMA’s intent to provide funding for road repair and culvert replacement under the Public Assistance (PA) Program.

 

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

 

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Wetlands: This project is for the repair of culverts and roads located in riverine classified areas. Confirmation of location in a Wetland Area was made by reference to the National Wetlands Inventory dated 09/11/2023. The proposed work conforms to all applicable State of California and Clean Water Act regulations. The project must remain in the locations proposed as the culverts and roads are functionally dependent on their locations. The proposed work will be installed within the existing footprints and is necessary for continued access to the surrounding areas.

 

Proposed Work and Purpose: Glenn County is requesting reimbursement of funds for the cost to replace culverts, repair road damage, and clear roadside ditches, restoring the damages back to pre-disaster conditions within the existing footprint with in-kind materials. The applicant plans for replace a culvert at each of the 3 sites, replace sections of road at each of the 3 sites, clear the roadside ditches for sites 1 and 4, and replace the road shoulder for Sites 4 and 5. The purpose of this project is to ensure safe access to the surrounding areas and support existing infrastructure in kind.

 

Project Alternatives:

Alternative #1 (no action alternative): If no action is taken the road, culvert and ditches will remain damaged. There would continue to be damage to the road and further scouring from any rain, eventually resulting in complete lack of access to the surrounding area.

Alternative #2: Relocating these facilities outside of the wetland is not a practicable alternative as they are functionally dependent on its proximity to the riverine classified areas they are located in.
