The Carl Moyer and FARMER grant programs provide incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include off-road tractors, sprayers and stationary agricultural pump engines, and lawn and garden equipment.

The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. NOx and ROG combine in the presence of sunlight to form ozone (smog), while PM, a component of diesel exhaust, has been identified as a toxic air contaminant by the Air Resources Board. Standard Carl Moyer Equipment Replacement Program

The standard Carl Moyer program provides funding to replace off road ag and non ag equipment, as well as on road heavy duty vehicles. The application period for the runs from December until March of each year.

The application period for the 2023-2024 Carl Moyer program is now open!

The District is now accepting applications for Carl Moyer program year 26. Download the application or visit our office at 720 N Colusa St. in Willows for a paper copy. Please fill out applications completely and remember to attach a quote from a dealership for the new equipment. All applications are due no later than March 29, 2024. Carl Moyer Commercial Lawn & Garden Program

The Carl Moyer Commercial Lawn & Garden Program provides vouchers to businesses and organizations to help offset the cost of new, zero-emission lawn and garden equipment while replacing older combustion equipment. 

Eligible participants include businesses, public agencies, non-profit entities who provide landscape maintenance services for residential, commercial, institutional, and public properties or conduct forest management, land management, and fire hazard reduction activities. Residential use is not eligible through this Commercial Lawn & Garden Program.
