The Corning Sub-basin Groundwater Sustainability Agency (CSGSA) is embarking on a long-term funding process to fund the Groundwater Sustainability Plan implementation and administration for the next five years.
Corning Sub-basin Groundwater Sustainability Agency User Classification Change Request Form
This form may be completed by a landowner requesting to change the classification associated with a parcel within the Corning Sub-basin Groundwater Sustainability Agency (CSGSA). Landowners may request reclassification of their parcel(s) under the new 2023 CSGSA fees based on the following circumstances: (1) parcel is classified improperly (not in correct user class); (2) parcel fee assessment amount is incorrect (based on acreage inaccuracy or incorrect user classification); or (3) parcel land use has changed requiring the parcel to be reclassified into a different user class.
Electronic submission is preferred; however, if a printed copy of the form is needed, you may download the form (link below) or pick up a copy of the form at 225 N. Tehama St., Willows, CA 95988.
Following submittal of the form, staff will review the request and respond within 15 business days.

Public Workshop
Please join the CSGSA for a public workshop on July 19, 2023 at 6:00 p.m. to learn more about the proposed fee. The meeting will be held at the Hamilton City High School Library located at 620 Canal Street, Hamilton City, CA 95951.

A public hearing has been scheduled for August 8, 2023 at 6:00 p.m. The meeting will be held at the Glenn-Colusa Irrigation District Main Pump Station Conference Room located at 7854 County Road 203, Orland, CA 95963.
