PAROLE DENIED
Inmate John Wayne Card was denied parole on April 23, 2019. He will serve an additional 3 years before parole will be considered again. In 1974, Inmate Card murdered 3 members of the Griffiths family as part of a robbery scheme. He then kidnapped and held hostage 3 members of the Skillin family for nearly a week while he attempted to evade law enforcement. Finally, after abandoning the Skillin family by chaining them to a tree in the forest, he was captured near Truckee by a coalition of northern California law enforcement agencies and the FBI. Inmate Card was convicted at a jury trial and sentenced to death. However, in 1976 the California Supreme Court ruled that the death penalty statute violated the California Constitution and commuted the death sentences of Inmate Card and approximately 70 other inmates to life in prison. The statute was later updated to address the constitutional concerns of the California Supreme Court, but the commuted death sentences could not be reinstated.

A presentation was made at the Glenn County Board of Supervisors regular meeting held Tuesday, April 2, 2019 describing the multiyear process of updating the Glenn County General Plan. PEOPLE v. HORSTMAN, ANDREW- Defendant was convicted of a felony violation of Penal Code section 666.5(a), Automobile Theft with a Prior Auto Theft and 667.5(b), Prior Prison Term. Defendant was sentenced to mandatory supervision term of 5 years with 2 years in local prison and 3 years suspended on mandatory supervision. This case was prosecuted by DDA Neumann with assistance from Glenn County Sheriff's Office Deputies Alves and Sheldon.
PEOPLE V. CRUZ, RUBEN- Defendant was previously convicted of a felony violation of Penal Code section 273.5(a), Corporal Injury on a Cohabitant. Defendant was found in violation of probation for the 5th time. Defendant was sentenced to 3 years state prison. This case was prosecuted by DDA Coffey with assistance from Glenn County Probation Department Officer Ortiz.

Multi-Agency Assessment of Stony Creek
Orland, CA – A multi-agency team gathered today to conduct an assessment of the high water levels and erosion on Stony Creek north of the Stony Creek subdivision. Representatives from Department of Water Resources (DWR), City of Orland, Orland Fire, Orland Public Works, Glenn County Public Works and Glenn County Sheriff’s Office – Office of Emergency Services, and Syar Industries gathered to collaboratively assess this area of Stony Creek.

High water levels on Stony Creek
Orland, CA – Stony Creek is experiencing higher than normal water levels due to runoff from recent storms as well as releases from Black Butte Dam. Increased flows on Stony Creek have caused some erosion of the riverbed and caused water to encroach further on to property than seen in the past in areas of Orland including in the vicinity of Stony Creek subdivision.
PEOPLE V. VESSELS, JAMES - Defendant was convicted of felony violations of Penal Code sections 530.5(c)(3), Identify Theft of More Than 10 persons with a Special Allegation Enhancement 12022.1(b)(1), Committing a Felony while Out on Bail, 1320(b), Failure to Appear for a Felony while on Own Recognizance, 4573.8, Possession of Alcohol in Jail, 594(a), Vandalism over $400, Health and Safety Code Section 11379(a), Possession of Controlled Substance for Sale, and misdemeanor violations of 148(a), Resist Obstruct Delay a Peace Officer and 530.5(c)(1), Identity Theft. Defendant was sentenced to 8 years prison, $1,455.18 Restitution, and 4 years of this sentence to be served on Mandatory Supervision. This case was prosecuted by DDA Neumann and Glenn County Sheriff's Office Deputies Ayres, Sanchez, Martinez, Corbin, Barnes, Lemmon, Lopeteguy, Tuma, Thompson, and Sergeant Gibbs; CHP Officers Williams and Cushman; Glenn County Probation Department Officers Van Eck, and Edwards; and Willows Police Department Sergeant McIntyre and Chief Dahl.
